Serafim Carvalho

Serafim Carvalho is a legal and security professional specializing in defence, intelligence, and regulatory compliance. He currently serves as Head of Defence Innovation, Data Privacy and Cybersecurity at Complear and is also an Expert at the NATO Industrial Advisory Group (NIAG). He holds a Law degree, a Master’s in Strategic Studies from University College Cork, where he focused on connecting forensic sciences, legal cyber operations on the international level. With a background spanning military legal advisory, military intelligence structures, cybersecurity governance, and cyber threat intelligence, Serafim focuses on the intersection of defence, resilience, emerging technologies, and European cybersecurity regulation, including NIS2 compliance and cyber resilience frameworks.
