Under-graduation in Political Economy at the Portuguese Catholic University, Lisbon, from 1975-76 to 1979-80.
Graduation in International Relations at Johns Hopkins University, Bologna, in 1980-81.

Joined the Foreign Service in 1984.
Junior diplomat in the departments of Political Affairs and of European Affairs from 1984 to 1987.
Advisor to the Secretary of State for Foreign Affairs and Cooperation from 1u987 to 1989.
Deputy Head of Mission in Harare from 1989 to 1991.
Deputy Head of Mission in Luanda from 1991 to 1995, and Chargé d’Affaires a.i. from 1993 to 1994.
Deputy Permanent Representative in Geneva from 1995 to 1997.
Deputy Director-general for National Defense Policy at the Ministry of Defence from 1997 to 1999.

Head of Mission in Sarajevo from 1999 to 2003.
Consul-General in Sao Paulo from 2003 to 2006.
Deputy Permanent Secretary at the Ministry of Foreign Affairs from 2007 to 2008.
Head of Mission in Dili from 2009 to 2012.
